so i got a scoot the idles fine (i put a new carb in it cause when i bought it it was sitting ) i open the throttle and it bog down and dies> i took out the spark plug and it was blackened and a little wet so i figured it running rich. i check the air box and it not that cause i took off the filter and it still does it i have included a video.

Drain the float bowl into something to see if there is water in it. Water will look like drops of mercury on the bottom. If so, flush out the gas tank dry it (don't use heat) and start with fresh fuel, midgrade or hightest.

i have done that i drained the old gas and put brand new one before i replaced the carb

Check for vacuum leaks. Make sure air restrictions are in air box, make sure fuel valve and electric choke are working properly

Theoretically....
If it's running rich and you remove the air filter....it "should" run "slightly" better. If it's running lean, it "should" run "slightly" worse.
A black spark plug does no guarantee you are running rich. Other variables are involved and you haev to do a proper plug chop. You are not able to do that yet.
I would assume you are running LEAN either because of a vacuum leak or jetting, still have bad gas or inadequate ignition (weak)
You can test for a lean condition by moving the intake boot off the inlet side of the carb and covering the opening with your hand, while slightly adjusting the amount of air that can flow through by moving your fingers a bit to open small gaps.
If you can get it to go to WOT that way, you're running lean.
Last thing....I hate to tell you...but a brand new carb does not guarantee a working carb. I've received more than a few BRAND NEW carbs that were Effed up inside and would never work.
Also, whenever you change a carburetor I find that about 30 - 40% of the time "some" jetting or adjustment is required to get it just right.

Check for vacuum leaks. Make sure air restrictions are in air box, make sure fuel valve and electric choke are working properly if it's got the air restriction thing with the holes in the airbox, that might make it run rich, they add a lot of that stuff aftermarket to restrict it, if the carb was setup at the factory without it, adding it reduces air flow and causes a rich mixture

so i took of the air box just straight in still does it . i pretty sure it not lean because it puff out a slight black smoke and i took a pic of the plug

It's definitely running rich,if it's all stock engine your main jet should be about 75 or close to it. I would see what size jet is in it. You said you diconected the air filter and it did the same thing? . You can try and tale out the air restrictions in the air filter and see what happens. Also check your electric choke and your vacuum petcock. They both can cause a rich condition if not operating properly. You can find out how to do all things from the tech library in the website.

so i checked the auto choke and found something weird the voltage is really low is this normal
and also i started it up with the choke disconnected and it still started

You have to take it out of carb and leave it plugged in . Then turn key on and wait a couple of minutes to see if the needle extends all the way out. What that does is when you first start up the motor it is cold so the needle is not extended,which allows more fuel to enter the intake.as the engine warms up the needle extends to close off the extra fuel.
