So I recently got a scooter from a family member for, well no reason at all. Anyway, I've been trying to fix the thing for days but it will not start. I turn the key and absolutely nothing turns on, lights, horn, turn signals, etc. When I attempt to turn on the engine through the electric start it does nothing at all. With the kick start, nothing at all. The standing voltage on the battery is less than 8 volts which leads me to believe the obvious of needing a new battery.
But I ran it off my trickster via cables (car off) and the scooter started right up no problem. Doing this I took a reading from the scooter at 12.69 volts, however I started revving the engine to see if it started charging. Nothing.I LEFT THE throttle revving higher than idle and it actually seemed to lose voltage. This leads me to believe I have a stator problem, and or r/r. I have no idea what's going on. I looked at the stator and connectors and they all look fine. Any ideas.

What scooter do you have? It almost sounds like you have a DC ignition, which means it won't run (usually) without a charged battery.

I Don't know anything about that scoot. Check your charging system and go from there.
