I just had my 50cc upgraded to 70cc. The guy that did it said he tuned it down for the break in period and he'd turn it back up for full power. However he left town and I have no clue how to turn it back up. HELP!!!!!!

What is the scooter(make and model)? What was installed(brand name parts)? How was it "tuned" down ?

My guess is, richer carb setting or/and CVT de-tuned to prevent the scoot from going at full power. Can't imagine anything else.

It's a 2015 Roughhouse. I don't know what brand name parts they were. All I know is he said the top end was new now (70cc) new drive belt, bigger jet in the carb. I rode it for a day and it was having carb issues. He cleaned the idle jet and said he "turned it down" and after 350 miles he'd turn it back up so I had full power.

Sounds sketchy to me.
Maybe he just adjusted the throttle cable to not give you full throttle?
Oversized jet is a possibility but unlikely.
How fast is the scooter now?

40mph top speed. the first day it had lots more power and speed

Like ThomasTPFL said, check the throttle cable for adjustment. Only way I can think of to restrict speed like that. Too much slack in the throttle cable would do that. If no slack in cable then It's something else.
If the engine was already broken in, breaking in a BBK really only requires a couple of heat cycles. The rings seat very quickly in the cylinder. The day after I installed my 47mm BBK (72cc's) I was at wide open throttle, A Lot. I have 200 miles on the BBK install and no problems.

My buddy was doing wheelies on mine 30 minutes after we first started it up and mine was a 450 dollar cylinder. It's the way I break all of my motors in. Warm it up, cool it down, warm it up again and then drive it like you stole it.
As to what he did to limit it? Probably jetting, but who knows, which means unless you know what you're doing, I'd suggest waiting until he comes back. This way he is responsible for anything that happens and not you. Sucks, but the wise thing to do.

I would have told him to turn it to 11 after he said he turned it down. What's the point of letting someone ride hard day 1 then "turning it down"? I consider it broken in after the first ride and treat it no differently than any other time after that. On the first ride I'll vary throttle regularly and do some pulls working up from about 1/2 throttle to WOT, letting it decelerate on it's own. That's about it for break-in for me. Everyone will never agree on that topic though. If someone wanted to do something useful after the first ride, a better choice would be checking exhaust fasteners and re-torquing cylinder nuts.
Throttle limiting or heavy rollers hopefully. Possibly some sort of flow restrictor. De-tuning with lean mixtures from small jets is just a bad idea IMO.

Break it in like your going to ride it. Ride hard, break it in hard (after a couple heat cycles) like spaz12 said.
