A while ago my scooter was stolen, but recovered with all the wiring tore out. I think they hot wired it to make it move, however the belt was destroyed. Luckily they weren't aware, so they ditched it. After recovering it, I took it to the shop and had the electrical wiring replaced, throttle wire replaced, and belt installed. When I finally took for a spin to see how everything is, but I noticed my speed would cap at 25, when I normally I'm 35+. What could be the culprit here?

Any airbox damage? Also, if it was gone for a while and the weather changed it could be needing a carb tune.
I wonder if the belt is the same spec as your scoot originally had and if the CVT was thoroughly cleaned and inspected.
A valve check/adjustment wouldn't be a bad idea.

How could I know if my airbox is damage, what features should I noticed? The CVT was inspected and cleaned when they installed the new belt. I've messed with the idle screw a few times, but I'm not noticing a difference in my top mph.

How could I know if my airbox is damage, what features should I noticed? Rips, tears, cracks, gaps. Anything that could let unfiltered air into the engine could cause a problem.

I wonder if they put two cycle oil in the gas trying to make it run?

Is there anything that would tell me if air is leaking in? And they did say they changed the oil because it was black apparently when they checked.

Does the engine run noticeably different or is there just a loss of speed? Have you talked with the repair shop that did the work?

The engine might sometimes sputter, and whenever I turn the kill switch the rear wheel would sometimes lock up like the brakes are on it.

I would honestly say, I think the rear brakes might be too tight. As the brakes would still feel applied, even though the scooter is free willing moving.

If you can spin the rear wheel without much resistance, the brake should be adjusted OK. At least it shouldn't be too tight. You can try backing off the adjuster nut for the rear brake to see if it does get easier to spin the wheel. Just make sure you don't leave it too loose and lose your rear braking ability.

what I meant by oil, was if someone was stupid enough to rip out the harness trying to make it run, they might have dumped 2 cycle mix in the tank, thinking it was 2 cycle. modern two cycle oil won't smoke like the old stuff. but it would run terrible, they might have even dumped something maliciously in the tank, because they were pissed off

you said the belt was destroyed, did they take the clutch apart and clean out all of the rubber bits? it gets into the clutch and messes it up, and the clutch might be staying engaged,which would explain the drag, the clutch needs to come completely apart

I adjusted the rear brake, and I didn't see no improvements in speed.

The inside of the CVT is clean, but i'm noticing a weird vibration coming from the back of the moped when I ride it.
