Im thinking maybe one of the pulleys or variator got bent or warped when the belt failed. Ive had to replace a clutch pulley due to belt failure as it literally split the clutch pulley in half. Also drain the tank and put in fresh petrol, check engine oil too while your at it

I wasn't wearing my helmet while riding and I noticed someone, I don't ever hear the engine rev to its highest tune, like I'm used to hearing before this whole mess, but I the engine rev pitch will peak mid way compared to its former glory. Also the cvt parts inside, they might be damage, but I couldn't tell by eye. As I'm not familiar with how it would look prior to everything. Why do I assume this? Well I did hear some weird noise behind me, they sound like they were coming from the cvt chassis. And on another note i've noticed the rear is hitting something, as I feel vibration behind me that is not what I felt before, so did the wheel shift or is something near it need tightening or adjustment?.

Pictures of the cvt area and the rear of your scooter may help. Also check the engine mount bushings if you feel a clunk, or if the tire rubs the shock, etc. If it was abused that bad by whomever stole it, take your time and inspect it thoroughly.

Do you not know what the Offical CVT tools look like ? they are mechanical handtools.
if not, look at this forum, shows photo how to open front CVT ,and the rear CVT tool can be home made from scrap (only need drill and metal hacksaw)
also 90GTVert has youtube video showing front CVT nut opening, same as this forums photo trick.
for the rear cvt offical tool, look sample photo from eBay and copy cat diy make1.
price of it all 0~5 £/usd as DIY made.

The rollers are covered with flat spots so that would explain the high random Rev it starts after running for a while. As I already spent about 40 minutes optimizing the idle screw to the perfect point before the rear wheel starts spinning. I Know the idle is set because when I apply the throttle the wheel will continue to spin. As if the idle was off, but when I apply the brakes and let go the rear wheel will stop idle spinning. So I'm going to assume since the clutch is at a forced stop the rollers inside with the flat sides have stopped engaging on their own. Is my analysis right or am I missing something important?

Flat spots on your rollers would cause the cvt to hang at certain rpms that's for sure. Replace them with a set of similar weight. If your not sure you can go to a post office and use the mail scale to get an approximate weight for the ones you have.

I have replaced the rollers. Which has helped with speed increase, but I think I might have to replace my clutch entirely as the clutch would sometimes slip and I can hear the clutch trying to engage. In which it does most of the time, but sometimes it doesn't which would tell me my clutch probably did wrap after the last belt shedding. What would cause the Bendix to come out of place?

the bushes in the engine case and CVT Cover being worn would cause play in the bendix, which could cause the bendix to rest ontop of the variator gear. does the bendix fit snugly into the bush on the CVT case?

Yes it does fit properly in the bush. But I can hear it moving when I try to start with the switch and not the Kickstarter.

That would be cecause the electric start turns the Bendix to start the engine whereas the kick-start does not. After adjusting the Bendix a little bit, the electric starter is finally working.

Smoke and a spark admitted near the choke when I used the electric starter. I'm going to assume my choke probably is faulty and isn't extending its needle like it supposed to do. Which could explain why I don't really hear the throttle open up when I Rev up. Because my last two spark plugs have both been covered with oil, so I'm assuming a I'm running on rich.
