Its the bowl drain. If you take the hose off the bowl won't hold any fuel. Its convenient having it there if your carb is buried under plastics. If you want to check if your carb is getting gas just open that up.

Is it possible to add a hose like that on a carb with a drain screw and standard hose on the drain nipple?

Describe the drain nipple. Just like the nipple used for the fuel inlet, but it has a screw beside it to control whether or not the drain is open.

If it only drains the float bowl, just add a hose so you can drain the fuel into a clean something for your inspection and ride on.

Yeah, it already functions that way. Just wanted a way to drain it without taking my seat out. Then you'd need a setup like the OP mentioned with a shutoff on the end of the hose. You'd leave the bowl drain on the carb open and the shutoff on the end of the hose you added would be used instead. The stock ones are made to bolt on under a CVT cover bolt usually, so they stay in place and are easy to access. I'm not sure of a source off the top of my head, but I'm sure someone sells that part. You could use a different style of shutoff valve though.
