I've got a parts bike that I've about used everything usable on it. After getting my current riding one up to par, I'm wanting to get this one going. 2009 Taotao 49cc four stroke.
It's pretty much just a frame, crank case, transmission. I don't need lights, horn, speedometer, turn signals, starter, etc. Just for it to simply run. What all can I do away with for that?
Can I just run the stator/pickup to the cdi to the coil

Yes, I've done this with what was a buddy's frame.
Simply have the stator/PU, cdi, coil and killswitch.
Mind you, it was an AC powered CDI.

Just want to mention the enricher, if you delete it. You could swap to a manual one. I simply deleted mine by taking the needle and cap off of it. Then inserted it into the carb, and filled in the entire void with JB weld lol. Some may frown upon my use of epoxy on a carb, but it's been like that for years and does not leak.
Mine starts fine without it.

^ Makes sense, my particular one didn't extend with voltage applied. it's always in enrichment by default, when it's stuck extended is when you don't have enrichment, as it keeps the port closed

simply look at 73cc/90cc/110cc "monkey type" basic pitbike wiring diagram. from a ac-cdi version (if your scoot is ac-cdi version)
^^pitbike elect parts are virtually about same (some parts are identical) as 139qmb qma gy6.
that will be wiring 1:1 for like dummyes or noobs. easy to follow copycat mimic.
