I'm almost willing to bet your compression is too high seeing as it will kick-start but won't with the electric starter. Could be your battery is a bit weak. Could be a weak starter.

It is a common thing when compression gets high on BBK builds. I have replaced the starter cables and grounds with larger cables and had some improvement before. I used 8AWG car audio power cables, like you'd use to install an amp. Replaced the cable from batt to relay and relay to starter. Then replaced batt to frame and engine to frame grounds and made the grounds meet at the same point. If your compression is too high for starting, it may be high enough to cause spark knock and overheating too so it's not a terrible idea to do a compression test if you can.
