sometimes I get a high idle both upon a cold start and when hot, but more so when hot. if I give it a blip of the throttle it comes down to normal for 30 sec to a minute then it begins to race again. I can repeat this forever it seems when sitting at a stoplight, train crossing, etc. when it does happen
it didn't really start doing this until it started getting colder outside. tried resetting the A/F mixture (went from 1 3/4 turns out to about 1 3/8 turns out 1 turn out and it wanted to stumble and stall when I cam to a stop from speed) which did give me a better idle and throttle response in the cooler weather, but didn't get rid of the racing idle.
any ideas?

what you need is Basically a FULL carb dismantle-inspection-service-cleaning re-adjusting.
+ verifying no AirLeak's.
anything else is basically pointless, or not doing it right.
lazy man's option: from other hand Due colder weather Symphtoms point into lean idle circuit, circuit Progression drop in Mixture is too much.
if the Carb isnt Serviced for a long time, it needs it. most of its passageways for Air and fuel are tiny...... re-adjusting some of it parts and re-jetting are only prolonged temporary fix.
if you want to do it right, get it Professional ultrasonic cleaned.

These carbs can be cleaned with carb cleaner and compressed air, they are simple. No need for ultrasonic cleaning I wonder if the o ring on the mixture screw is leaking, this can cause erratic idle. It will be worse when it's cold and the o ring is stiff

It sounds like an air leak someplace thats cause by the cold. A gasket thats stiff or a sealant you used that doesn't like the cold. Check the boot on the throttle cable to carb, they can cause trouble if not tight.

I vote for a carb overhaul kit, new gaskets, diaphragms and all the little bits plus a small bucket of carb cleaner. A broom straw and or a short length of lamp cord wire, just a few strands or so. what ever fits the passages. Soak the carb, blow it out, poke the passages with the wire strands or the broom straw. Soak it a bit more and blow it out again. Eyeball the passages you can and see that the holes are clear with sharp defined edges. Not blurry soft edges, if soft and blurry poke some more and blow some more. Repeat until clean and reassemble, you should have fixed your problem by now.

I would add seafoam to every 3ed tank or so of fuel after you do a carb rebuild/air leek check. seafoam link
