That looks to me like you’ve found the free end of the Pair system. It normally just sucks air when needed.
Many people remove that and the rest of the”smog” systems. Lots of good videos both here and YouTube.

Thats exactly what it is. If you do remove it, make sure you block off the line somehow. The tube that bolts to the head can be plugged with a heavy bolt or saw the tube off the flange and weld the hole closed on that flange, then bolt it back on. Or buy a ncy pair blockoff plate. Options are yours

I had a problem with my sunny scooter to start and there was vacuum line hanging and did not know what to do with it but I had few responses which was a great help, I was taking the vacuum line off and gas pouring from the canister,what should I do.......Thanks guys for your great help
