I would strip the plastics completely off and look the thing over for numbers. If you don't find any, not even on the motor or the back of any panels, I'd try to register as home built. But I would make sure there isn't any evidence of stolen parts on it first. Possession is 9/10's of the law.

I have not touched the scooter at all, it will need a COMPLETE run through. I will strip the entire scooter and wash everything. I should be able to find some info if there is any. If there is in fact nothing to identify, I am leaning towards stripping the panels and going for a naked look with full LED conversion and a rear fender / taillight/ turn signal delete. Upgrade the suspension, brakes and wheels. I can also powdercoat the frame and work on the front end. That way, it'll be a completely homemade build. Shitty situation, but I guess that's my fault. You live and you learn. Worst case, I'll just get it running and have a scooter laying around for $100.

If you have a bill of sale, or can get one, from the owner, along with a statement that it was 'home built' from her brother, the DMV should be happy to accept them. You might have to have it inspected by the FHP(in Florida, right?) for them to certify it as home built. One other thing to do is to get some number/letter stamps, and make your own VIN, using your initials, and 0001 as the serial. Add in a YY somewere to make it official. Trailers(boat especially) seem to lose their VIN due to corrosion, and home-built is easier to register, but you must have a number engraved/stamped into the frame. You could stamp on the area that has been ground and is rusty, but be neat. tom
