I got 7500 miles on the 100cc big bore build before Imstarted getting engine noise and lack,of power, so I rebuilt another motor 100cc with A-9 cam, rejetted the carb. All the usual, but I could not use the rotor and mag from the old motor, the old flywheel,would,not budge no matter what I did. I had an extra 8 pole mag with the right wiring and a 8 pole flywheel, so, I hooked everything up and whle I have spark and the motor turns it does not fire at all. I am thinking the mag and rotor since they are the only change, I hear the starter whine and the motor turns but not anything else. What do you think?

Fuel, air, spark, and compression.... But the spark has to happen at the right time.
I'd pull the spark plug and use a timing light to see if the spark is happening at the right time. There is an access port(plastic plug) in the side of the blower housing/shroud that will let you see the T - timing - mark with the engine cranking over. You should see a flash from the timing light when the T is next to the pointer.
How good is the carburetor? Is it possible there is no fuel in the bowl, or the carb is plugged from sitting? Did you swap to the most recently used carb? Vacuum valve work?

Dc cdi? Check your battery charge level. If the scoot is using all the battery has just to turn the starter, it wont have anything left to fire a spark. Discovered that problem on my wife's dc ignition 4 stroke. New battery, fired right away.
