I have a 2013 taotao gt5-50 and replaced the variator weights. When I reassembled the casing back together and tried to start all that would happen was the belt would turn in the casing around 1 revolution and pulse at a consistent rate. Can someone please point me in the direction of what could be going on here?

Did you pinch the belt in the variator when you put it back together? It happens all of the time.

Remove variator and check your assembly
Squeeze or pry apart the rear pulley so the belt can drop down into it a bit This will give your belt enough extra room at the variator end
Reassemble the variator and give it another go. It should be OK now
Be careful if you pry, don't ding up the inside of the rear pulley.
Good luck, Greg

I appreciate the help you guys are giving me help on this issue. I took a short video of what was going on today when I hit the starter button. youtu.be/kcxTPr1KhB4 I understand that in order for it to start the cover needs to be on but I took it off so that you can see whats going on on the inside. It makes the same sound regardless on or off if that helps. Anytime I hit the starter button this exact thing happens at a consistent pulse. I am amateur to moped terms so this may sound stupid but I'm not getting any engine noise just noises from the gear area. Thank you for any and all help.

The variator looks off-kilter. This happened with my Ruck (50cc days) a couple times. Can't necessarily rely on tightening the nut and expect it to straighten itself - had to apply constant pressure and wiggle it around a bit to be sure the splines are lined up. And do the belt trick as mentioned above.

You have a bendix so you have to have the cover on to start it. There is a bearing in the cover that the end of the bendix sits in that supports it and allows it to work properly. Check and be sure that the variator is on tight and straight then put the cover back on being sure the bendix need goes into its bearing and try again.
