Just bought my first 4 stroke scoot yesterday. It hasn't been run in a year, so I want some advice on what to check, change, and clean to get it running again. Thanks.

Check the fuel in the tank and drain and replace if it is old. If the battery wasn't removed while it was sitting, you may need to charge it via an external charger or even replace it. Check the fuel and vacuum lines for leaks and cracks. Check plastic intake that connects carb to head and fuel filter. Replace any of those if needed. Check and clean spark plug and air box filter.
I guess you could check to make sure the valve clearance is good too.
EDIT:
You can also check to see if the vacuum petcock is working. If fuel line fuel filter is NOT clogged, remove the fuel line that goes to the carb and kick start it. Did gas come out? If not you may want to get a new one or just get a manual petcock.
What kind of scoot is it?

Nice. Are you going to do the BBK and other mods?

Clean the carb and check the CVT, everything you would do to a 2T thats been sitting except checking the valves.

I got her running well enough to drive it home from where I bought it just now. I'm definitely going to do a bbk and an A9 camshaft is what I'm hearing works well. It sure doesn't have the pep that my 2 stroke does! But I'll see if I can't fix that!

What's the biggest bbk I can do without case boring? 47mm, 50mm, 52mm?

Although my metro has some nice grunt off the line.

What's the biggest bbk I can do without case boring? 47mm, 50mm, 52mm? The Naraku 52.4mm I have is the same diameter at the skirts as the generic 50mm I have, and they fit most without boring. There are some older scoots, maybe others around, that wouldn't usually fit 50mm kits. www.49ccscoot.com/faq/whichkit.html

I love 2 strokes. Once I learn more I am going to drop one of these in the Taotao 50 You know it would be sick. EDIT: Perhaps 90GTVert can do it first and write out a step by step?

If it starts and runs without fiddling with the throttle, your carb should be good to go. I think I would drop the float bowl any way, to make sure there is nothing floating around that might get sucked into the jets, or there's sediment that is high enough to possibly block the jet. tom
