As the title say at wot my scooter sometimes pull like crazy about 45mph,but sometimes cant even get up to 25mph,it happens gradually and it is not missfiring, carb is clean, I only noticed a bit of rust in the tank but I have the fuel filter
Could this be electrical issue too?
It happens randomly and dont know what to think about this
Previous owner rode it pretty much off road all the time, and dust was everywhere

Check out your cvt. Look for gunk that can interfere with movement, worn and broken parts.

Did you find any particles in the bowl or filter? I had one that got little bits of the rubber fuel hose in the fuel system and it would suck those up into the main jet randomly and the thing would hardly run, then it would be fine, and back and forth. Cleaned it out and another would end up in there. Ended up replacing hoses and filter to get rid of the issue.

Yes I did, I will replace all the fuel hoses, I found out that the stator is under heavy dust, going to clean that up too |
