I just took my 49cc Tao Tao out from storing it in my basement hooked up the battery and checked all the fluids and after a few cranks, it started. I thought Ye-Ha!. I increased the throttle, and after about 20-sec it stalled, after trying to start it I got nothing, I checked the fuse and sure enough it was blown, not only was it blown it heated up so much it melted the casing that holds the fuse. I replaced it and it this time I was watching the fuse as it blew. I believe it is a broken wire grounding out on something. I did notice the gas gauge was working then it was not. I guess I will start there, But what weird is the fuse kept blowing when I increased the throttle. Does anyone have any advise where to start

I would open the front covers so all the wiring connections are exposed and disconnect the harnesses. Then disconnect the harnesses under the seat and towards the rear.
Put a new fuse in.
If it does not blow, start reconnecting the harnesses until it does. Then you've isolated the short to a handful of components. Then you can check each component or use a schematic and a VOM to find the short.
How long was it in storage?

Any mice droppings? Some varmit could have moved in and made lunch of your wires.

Around here, you leave it outside and human varmits will be your biggest concern

When I unplug the rectifier the positive cable kept sparking, so I installed a new one and the problem was solved. Thanks for all the advise.
