In California there's no benefits of owning scooter with 49cc by their definition its same if you got 49cc or 149cc scooter you still need M1 motorcycle license and insurance.
In fact same exact requirements as for motorcycles that are 150cc and up there's no difference what so ever same M1 license and insurance required.

That is the way I read it also. Unless you have pedals, CA groups it all together. That is why motoped went as far as they did to get pedals into their mini bike design.
I don't remember it ever being different here. Always been that way.

Its bin like that here in Ontario (Canada that is) for the past 25 some odd years. But about 7years ago they brought out an ML licence for those who only wish to ride a 50cc scooter. The only drawback is that if ya wanted to move up to a larger engined scoot or motorbike you would need to redo the whole licencing process all over.

If I remember correctly all that was needed to ride a 49cc in California was an M1 permit. Written test only. Just couldn't drive at night. But there's also the benefit of not getting pulled over for going over 30mph or for riding a modified scooter. I use to take my scooter on the expressway to work. 55mph road. Other than that all I needed was a helmet, lights, license plate, and registration.

Been like that in holland since the 70's. You guys just have been lucky so far not needing any form of licence or insurance.

I like it when you guys say "needing" license and insurance haha. I think you mean the governor requires you to pay one of his cousins for a license and another of his cousins for insurance, or else he sends his goons after you. At least that's how I see it.
