My turn signal used to work, but now it is not working after sitting for some time. Also, the brake light is always on at the same brightness, whether the brake is pressed or not. The brakes work because it stops the scooter and also the engine starts when i hold it. I took off the top part of the shell to see if something was obvious. It looks okay, but i don't really know what to look for. The black cylinder that controls the signals has no bulges. As if to be smart, i held it in my hand and turned on the signal, but i don't think i felt or heard anything. What could be wrong here?

Turn signal flasher is the most common culprit when all signals don't work.
It's very common for tail/brake light sockets to have a loose connection. I'd examine the bulb socket well. Could just be the brake light filament burned out if it's always on the dimmest tail light illumination. If it's on bright all of the time you may have a switch malfunction. You'd want to see continuity between the wires from the switch when the lever is pulled, but none when it's at rest.

That's good information, but i am not sure what to do. I have the top off as the picture shows. Are you saying i should pull the turning signal bulbs out and do something? You think both may have died? I guess what i mean to ask is: how do i test for this? One video said to see if the black cylinder that controls the blinks has a bulge. It looks fine to me. But i am not sure how to proceed.
The brake light look bright, but i cannot say for sure which it is. Please excuse my ignorance, i am trying to learn.

Get another flasher and replace your current one. Check operation, and if that does not solve, check the switch. If the bulbs light up, and do not flash, that points to the flasher. If one bulb lights, but the other does not, check the unlit bulb socket, wire and bulb.
To know, you will have to remove the brake light socket from the rear housing, and look at the filaments. When the key is on, the tail light(not brake) should light up. Key on, operate either brake, and the bright filament should light up as long as the brake is applied.

I took a look and all 4 turn signal lights seem to have their filaments without a break. The brake light too looks quite good for both its filaments. When the key is in the on position, the lower one turns on. Pressing either brake changes nothing. What is "the flasher"? Is that the black cylinder?

The flasher is the black cylinder, most mounted inside the headlight housing, clamped in place.
If you get no brake lights, but DO get crank control using the brake levers, then the brake switches on the handlebars MUST work, as the cranking circuit uses the brake switches as control. The problem must be in the brake light circuit, 'after' the brake light switches. Look at the diagram posted on-site for a Taotao. Follow the wires from the brake switches, see where the starter relay gets its power, and also how power trails off to the rear brake light from the switch wires. Check for power at the rear brake/running light socket when the brake lever is pulled. tom

So, i should just get a new flasher? On ebay the prices are between $2 and $10. Does it matter which i get? Where is the diagram for the Taotao? I found the manual, but i didn't see a section for diagrams.

The Kymco and Genuine Buddy parts are reputed to go through further more thorough quality checks than the parts used in constructing other brands, and those in the replacement parts market. If you get a no-name regulator, then you have no idea who manufactured it, and what quality parts and assembly were used. The two mentioned seem to have required better quality, and their labeled replacement parts should have the same level of quality. Likely you can use either brand if you desire, but it will cost a little more. tom

Put in the new flasher, no dice. Charged battery, started the engine, no difference. I guess it's the wires then. I'll have to follow them when it gets cooler outside. It's 91 right now.
