You could. You don't actually have to use a motorcycle oil. Even automotive oils work because we don't have a wet clutch to worry about.

Scooters tend to endure temperature spikes because there is so little oil and the motor has to work so hard due to a lack of torque. I tend to use Shell 15w-40 and change it every 600 miles. It must not be a bad thing because I'm passing 4,000 miles on my 50mm BBK and she still runs like new. An oil cooler would make these things last a lot longer. Some have them.
All said, I probably would avoid that oil since like Vert said, it's designed for wet clutch engines and you don't have a wet clutch.
Regular oils usually have friction modifiers in them to reduce internal friction and increase gas mileage.
in your scooter crankcase etc, you want those friction modifiers. If you're determined to go synthetic, a regular automotive synth might be a better choice for your scooter.

Were you in USA, I'd recommend using the SuperTech lubes or the Shell Rotella/Chevron Delo/Mobil Delvac as excellent lubes. I think they are all available in the recommended 15W40 viscosity. If you change your oil regularly and at short intervals, I think any of them would do fine. Some are available in full synthetic or as a blend, which I think is more than is necessary. Every machine I have opened has had no evidence of sludge, or any indication of varnish. They all look as clean as new, even with 4k on the odo. Timing chains appear as new, with no deposit or discoloration. The diesel rated(actually compressioh ignition rated) oils also have a bit of ZDDP to protect things such as the rocker arms, which rub on the cam lobes. The ZDDP helps protect metals in 'sliding friction' against galling. A GOOD thing. Most 'spark ignition' rated oils, SM SN SJ etc, are removing the ZDDP as their 'audience' of consumers have mostly gone to roller cam followers/lifters. They have minimal sliding friction, so it became unnecessary. Dunno what they expect drivers of older vehicles to do except by Cx rated oils.
