There's a video here or youtube demonstrating swapping the gears w/o a 20 ton press.
HF has a smaller 'bench style' press for ~$100 maybe would do the job.
Or an arbor press could work. A hydraulic bottle jack and some angle iron and bolts could also be configured, or a length of chain, and a hydraulic floor jack. I am just FULL of it, eh?
It seems the 17/49 gears are too much of a 'reach' for these little hummingbird engines.
You noted a bad bearing in the gearcase. You might want to check with Fastenal for replacements. They may have the sizes needed(they do have front fork bearings for Taotao) listed in their online catalog. If you order, and have a brick & mortar store nearby, they will 'drop ship' bearings to the store for pickup for pennies in shipping from their warehouse. FWIW, they will also accept packages for 'store to store' transfer if you want to send something to a far away place at low cost. At least I read they did.

You know, maybe that's it. My scoot already had 12" wheels. Maybe the 2.88 will work with 10" wheels but not 12" wheels? (with 4 or 5 gram rollers)
My motor with 50mm BBK "should" have more torque to push the taller gears. But it also depends on compression. I keep mine around 170ish.
With stock gearing my top speed according to GPS was 47.5 (tucked and zero wind) Now it's 40. But the RPMs are 2000 less
I'm installing 5 gram rollers when they get here. Will let you know the results.
I'm also still considering dropping back to a 3.12 final gear ratio 15/51 gears.
Tire size is probably it. I run 10 inch tires with a 2.63 gear set from hoca and hit 50mph easily. Cruise is around 40 at 7200rpm.

Does anyone know where I could find, in Europe, a 3.12 set of gears (16/50) or 3.40 (15/51)? I found something here: www.gy6-motor.de/performance-gear-139QMB-GY6But ghey don't reply to my emails and don't answer their phone. Might be out of business.

Can you put on a taller rear tire? I’ve done that on mine to get a higher ratio without changing gears.

Yes you can run a taller tire despite everything I’ve read here some short case engines came with 12 inch rims like my 08 roketa I can’t remember the stock size anymore but I can tell you 100% the tallest tire that will clear on a short case is 110/70-12. It made a huge difference for me I had to get rid of my 17/49 gears and go back to something closer to stock just because the larger tire took so much more power to turn and didn’t like the tall gears

I have the 17/49 gears working great recently. I'm turning 7200-7500 up to about 47 then RPMs start climbing, ends up in low 8000s into the 50s. Downhill too speed unknown. Right now top speed on honest flats is around 47, but it's running a bit rich currently. I need to update my signature, current mods: 50mm piston 24mm intake SSPG head 24mm intake with 150 carb 100 main, 35 idle
NYC golden variator w/ 6g rollers Gates standard short case belt with 3-4000km on it.
NCY secondary clutch sheave 10 x 3.5 tire Foam filter / straight exhaust

Forgot. The gears were really easy to install. I got a ball joint press from AutoZone using the "rent a tool". Obviously I used an impact, but pressed my stock out easy peasy. I froze the small piece, torched the big piece and pressed together without much drama.

My final drive ratio is weird because mine came with aluminum 12 wheels my stock secondary gear set had a fricking 13 tooth small gear
