My 2-stroke adly bullseye scooter bogs when I give it gas sometimes especially going downhill live on a steep hill what could be wrong

Is it right when you use the throttle or it bogs after RPM builds up downhill? If it's after RPM and speed are up, could be rev or speed limiter of some sort.

After I come to complete stop at the bottom of the hill then try to take off it bogs

I'd go over the CVT and do a compression test if you have a tester. If the CVT is working well, it shouldn't bog and die unless the engine is in poor condition or the hill is very steep.
