Sounds almost like some bad gas got in there, or water got in the carb. Try to drain the gas in the tank, lines and carb and replace with fresh stuff (if you haven't already).
Also, depending on how old that carburetor is, the ACV valve diaphragm could have cracked causing somewhat of an air leak which can lead to problems similar to what you are experiencing.
EDIT: Watched the full video... weird how the tach does that. Are you sure you installed the correct CDI? The only time I've seen my tachometer jump around like that is when the CDI was failing, causing intermittent spark.

Replaced my lines,gas and everything I dont have a tach on my scoot and I have tried multiple cdi's without change At this point I am changing the stator too, because that is the only thing I havent changed on it I dont know how old is the carb, but it was new when installed, going to install another membrane if this one is faulty although it shouldnt be

I would check the pickup coil next, and the flywheel. I had started and drove a scooter with the flywheel loose and it did act like yours is... timing would get all out of whack when I gave it throttle, but it would idle fine.
Next check: stator.

Ik this is old but mine was Doing this and it was the slide in my carb like the top part. The gasket wasn't seating/sealing right. I finally got it to sit right tightened the top and now it's fine.
