A torque wrench measures how tight a bolt/nut is being tightened. The manufacturer will specify the torque to be applied for each important fastener in the shop manual. You can find a manual on the web or on this site(maybe) at no charge. The clutch will connect the engine to the output gears, and start to move the scooter when it engages. The engine rpm will then increase as you accelerate, reach a plateau, and the speed will increase further at the variator changes the ratio of drive:driven. If the engine revs up a lot, and you are going nowhere, the clutch can be suspect. If the engine revs, you go some, but don't keep going faster as before, the belt/variator will be more suspect. If you do not seem to increase speed once reaching a speed lower than the previous max reached, the belt may be slipping or worn. Or the variator sticky, not diddling with the variator:clutch pulley. tom
