I took the carb apart and everything looks fine. But what do I know. I thought maybe the jets are way off. There were no numbers on either jet indicating size. So I put a 90 main in there but can't motivate to put it on yet. Can wrong sized jets cause it not to start? What do you guys think of that TaoTao Hellcat? It cost around the same as buying a sick stroker crank, 52mm BBK, and carb for my current scoot plus it has chain drive and 4 gears. I am thinking I will just put the moped sticker from my current scoot on the Hellcat and nobody will know.

Where did you get the carb from? MOST 20mm carbs are fake. Just milled out ends with a 18mm venturi still. No real "gain". But, you may need to adjust the idle mixture screw.
Jetting is the main reason, BUT, did you damage the intake boot or gasket OR insulator? If so, you could have an air leak and an over-lean condition.

I got it from Amazon. It is a Glixal. www.amazon.com/gp/product/B01EWHUHMM/The intake boot seems fine. When I put the Kei-hin back on it ran normally. I plan on getting a new boot though. I'm trying to find one without any inlets on it. I'm not sure what an insulator is.

Is the new carb getting fuel in the bowl ?
The "insulator" is the spacer that's between the intake manifold/boot and the engine itself.

Yes the insulator is fine too and it was getting fuel alright. I watched it go in when i flipped the petcock to ON and it was full of fuel when I removed it.

Could be jetting. We had a bad batch of standard 18mm carbs come in with too small of jets, and they were causing stock motors to lose power and have bad idling. We fixed that issue. These replacement OEM carbs do come from China like all others, so there's a good chance Glixal got a batch that is similar and has smaller jets.
But, the biggest issue is cheaper manufacturing can lead to different internal channel sizes which then acts like jetting issues in the idle circuit. I think that is your issue, casting flaws, if the other carb runs better when installed.

Does partsforscooters have any manifolds without vacuum points?

The main jet should have minimal impact on starting. I would be checking the pilot jet and the idle mix adjustment if starting is a problem. If your pilot is plugged, or the wrong size(esp too big), you'll have some trouble starting and with the idle. The engine starts on the idle circuit with a bit of enrichment from the enricher.(brain fade) If your idle circuit is bum, or way out of adjustment, you may be trying to start on the 'low end' of the middle or main circuit. If the throttle plate must be open more than a smidge to run, it may be the idle circuit is not working. Perhaps manufacturing debris is plugging... New carb? tom
