Buddy of mine has a long case gy6 50 that cant go above 15mph he says that it works normal sometimes and reaches 30mph, but most of the time he is around 15mph, scoot runs fine othervise and idles great
What could cause this?

Just replaced the carb on his scoot and removed vacuum pump and nothing, adjusted the valves again nothing replaced intake boot nothing happens, basically I rebuilded his top end and everything but it is still the same thing, I am starting to consider stator or cdi And also I found this on his scoot which none of my scoots have

Resistors are typically associated with high-low headlight and carb enricher functions. GY6 CDI and ignition coil are so cheap they should probably just be replaced periodically as preventative maintenance! Have you checked for variator restrictions?

Yup, I would be looking into the gearing, especially if the engine seems to be running well. If the variator cannot move the clutch pulley apart to get high gearing, the engine will 'scream' but you will still be going slow. So, could also be the clutch is binding or worn, perhaps needing some lubrication, along with a good inspection of the variator. In short, the CVT system needs to be investigated, IMO. tom

Found the problem, afrer I replaced the stator it was able to go in higher rpms, but now the variator is seized up so I ordered a new one
