The engine is turning ova but not starting where 2 start its like the suction is not strong enough to open the petcock 2 allow gas 2 flow threw the lines and engine 2 start what cause this problem. The scooter is fairly new need answers

Bintelli 49cc . . scooter is fairly new Specific model . . any modifications? Are you overfilling the gas tank . . wetting the tank vent element?

Have you tried taking off the vacuum pipe on the carb? Suck it and gas should flow out of the petrol line.

try sucking air out of the line yourself then fold it to lock the negative pressure on petcock try starting.
Easy thing is to check spark plug just buy new spark plug in auto parts store and disconnect the cable from your spark plug put over the new one and ground it on the body (dont hold in your hand or you might get zapped) then turn starter you should see if plug working.

I have similar problems GY6. Stopped running and has been sitting. So I replaces carb, a petcock. I spray starter fluid and it runs for a few seconds. Tried sucking in the petcock vacuum and motor still stopped. The filter is new and freely flows when disconnected. Doesn't look like gas is going into the carb.

Dont need to follow exact directions just put transparent plastic tube over drain hole and open the drain screw it will how show much gas inside carb. You can try starting with throttle open half up to half way so it kicks in 6000rpm right after start if that works you have problem with idle jet being clogged or idle mixture wrong.
