Any tips on how to increase top speed without spending a lot of $? Not looking for crazy gains, 5mph would be nice. Bike is currently running great. Does the CDI have any kind of RPM limiter built in? Is there anything on the bike the restricts performance which could be removed?

A good quality big bore kit and throw that pipe as far in the dumpster as you can, then get a decent pipe.. Super cheap(lots of elbow grease),port the cylinder, mod the head, build a pipe....Dont think RX8's had rev limiters other than a 13.55 final gear and small ports.. PS,some of them had 90cc cases and odd ball cranks and cylinders, better do some careful measuring before buying anything.. 49ccscoot.proboards.com/thread/1258/1e40qmb-1e40fm-engine-info

Are there any universal 2 stroke pipes that would work well? If I could find a low cost pipe and then maybe have to go up a jet size to get some extra rpms and top end that would be something I'd do. As far as big bore kits or porting the cylinder, I have plenty of work to do on the bike otherwise and the engine is in good running shape as is. I'd hate to tear it it apart and not be able to get it back together again right. Plus I'd imagine that a big bore kit would run $100 or more and likely require a better exhaust as well...which would go over my budget. Not saying such a thing couldn't happen down the road but I have most of the parts needed for it to be ride worthy on the way and would like to get it on the road within 2 weeks. So a better pipe could be done in that time frame...i just have no idea what to look for.

wow, a fake expansion pipe. So, some companies were trying to trick buyers?
Anyway, a leovince or technigas is more cash than I can part with. Would that pipe for a jog bolt up to my RX8?

Yep,minor fitting may be needed..Sometimes used pipes can be found for dirt cheap.
