I am getting under 12.7v at 5000 rpm manual calls for 14v, how do i rule out if its stator or rectifier causing this?

You'll need a digital multimeter. Unplug the connector from the stator (leaving the bullet connectors connected) and test the yellow and white wires coming from the stator at 5000 rpm. Should see upwards of 50v.
Reconnect everything with the engine off, then fire up the scooter. Now, find the red wire coming from the rectifier. You'll need to test that red output wire again with the engine at 5000rpm.

Actually i swapped the old rectifier and it shows 14.4v @ 5000RPM after warm up.
