Exhaust Gas Recirculation allows a small amount of exhaust to go back thru the intake to finish burning pollutants. At least some cars that have them have a valve that shuts it off at full throttle (supposedly), but I've never seen a way to check to see if it works.

1. Gy6 engines does not have EGR systems. They have PAIR. 2. Pair and EGR are 2 different systems. EGR takes the gas from the exhaust and recirculates it into intake. PAIR takes the air from the outside and pumps it into the exhaust port of the cylinder head. 3. EGR (which gy6 doesn't have) might decrease performance. PAIR does not decrease performance, but it might add weight and clutter to your scooter. 4. You SHOULD keep the PAIR system because it reduces pollution and makes your (performance) exhaust go POP POP POP. Also don't know any logical reason of removing PAIR other than that it is hard to find a head with PAIR for 80cc+ cylinders.
Edit: 4. It's hard to find a seller that sells 50mm+ heads with PAIR
