For my tao tao vip 50 if its cold out itll have a delay in the throttle. When i let it warm up it goes away. But in my case I think its running too lean.

have you tried changing main jets? How about lighter rollers or stiffer clutch springs?

OK. They are silver. That is a pathetic response. I am not going to go searching for a post that you obviously have found. You could have posted a link and saved people their time.
Only close thing that comes to mind that is close to being a spacer when doing a BBK are the flat washers under the nuts at the top of the studs, above the rocker arm assembly. Each stud gets one washer.
If you refer to the ferrules that align the cylinder to the block, and align the head to the cylinder, look into the holes bored in each. Those that require a ferrule have a larger diameter. If you have bent the studs, it will make installation of the ferrules a lot harder. It will also make installation of the head to the cylinder difficult AND make installation of the rocker arm carrier harder. tom

Oooh. Touchy. It is common courtesy to make clear what you are asking about. If you don't agree, that's fine. tom

The ferrules align the pieces as they are 'stacked up', keeping things to they work. If left out, the cylinder could move LR/up/down, and get out of alignment, putting the connecting rod under strain from 'angled' force. Similarly, the timing chaing could be off-center, putting side force on the cam, etc. Same thing applies for the cylinder head and cam follower carrier. It just works a bit better when all are aligned, and may likely add to longevity. If you got at least one at every level, you will likely be fine. tom
