so heres a list of things ive done.
ive tried multiple carbs new and old. new tank new fuel lines filter etc.. new petcock made sure the lines are not pinched etc. ive done new manifolds and made sure all seals are correct. have not tested compression with any tool but u can feel it has compression. done new coils and cdi's as well multiple new and "performance" what ever u wanna call them. i have multiple 150cc scoots and i have swapped about everything between these guys and the 1 still is a pain.
after like 1 squirt of starter fluid the bike will start and idle just fine. after sitting for 20-30 mins i will have to use the starter fluid again.
kinda stumped i was gonna do the valves nxt and then move onto maybe a top end rebuild?

It sounds like a fuel problem. If it starts on starter fluid then other things are working. Checking the valves is always a good thing to do.
Edit: Possible enricher issue. What happens when you cover the airbox and cut off air supply when you start it?

Edit: Possible enricher issue. What happens when you cover the airbox and cut off air supply when you start it? This. Also consider the Auto-choke electrical power circuit. I had a similar 150 issue (I think yours is a 150?) that was caused by a dead RR (Regulator / Rectifier) that wasn't allowing the enricher to work. Put a meter on the battery and read voltage with engine off, engine on low rpm and engine on mid to high rpm. Post results please.

well ive had a bad regulator in a few bikes so its something i test as well i didnt run a meter to them i have a few brand new and some on my other bikes so i did try and swap them out to no change. now what i was thinking was maybe compression? or rings? i found what looks like a piece of a ring in my oil cap? i change the oil on every bike i buy first and there was a lil metal piece that looked like a ring in it. guess i shoulda maybe mentioned that.

What happens when you cover the airbox and cut off air supply when you start it? if i unplug the airbox and just put my hand over the carb depending on the day its different, its been cold in mi so when i first got it i tried different things it didnt seem to change how it reacted i can feel suction. with a jump box it will also start right up. kinda turns over a few times then kicks right in.

ive taken this for rides around town maybe 20 mins of riding, over the weekend i tried taking it to the gym and i think it was pushing oil out of some were. so now im really stuck on the head or just a full rebuild of the top end.
