How can you tell if the shocks and or suspension are bad on a scooter? My scooter ride isn't as smooth as before.

Be sure tire pressure is ok. Next, fork (front suspension) oil is bad. A POA, but change it. If you see oil on the shiny parts of the fork tubes, then the seals also need replacement. Does the rear keep bouncing after hitting a bump? If so, get a new shock. Not pretty news, but it is doable.

Tire pressure is good. Every bump I run over no matter how small feels so rough and hard.

Front or rear?
Hard hits going over bumps could also be tires over-inflated... OR could be shocks bottoming out and slamming you down. What is your experience when going over bumps? Does it feel like the scoot slams down low and "hits bottom" or does the scooter body stay about the same level and you are just jolted hard? The former suggests bad shocks, the latter suggests over-inflated tires or shocks that are too stiff for your scoot.

Yeah it feels like getting slammed down every time. Even the smallest thing my scooter hits is just insanely hard and rough. What is the normal tire pressure for a scooter? I have a 2017 Tao Tao

Usually pressure is on sidewall of tire or on vin plate or decal somewhere on scoot .
