Throttle cable snapped and when I opened the housing to check out the end of the cable and put it back together the brake lights won't work and it won't start unless I kick start it. Solenoid tested good, brake switch tested good but when the key is on the running light is on and it cuts off with the engine start button when I press it. Battery has 12.6v but only 9.5 at the connector for the brake switch and at the connector from the starter relay. Anyone have any ideas?

Sounds like a short somewhere. There are lots of cables running through there.

Went ahead and ordered new regulator, starter solenoid, cdi, coil, throttle cable, left and right handle levers and all switch assemblies. The wiring checked out so hopefully replacing all that fixes the issue. If not I guess I'm rewiring the harness

When you replaced the throttle cable, you probably messed up the front brake switch or associated wiring. Brake switches must be on for the starter to work. Safety nannies protecting you from yourself.
