So...I've been noticing that the scooter still moves, sometimes at like 10 mph, when the throttle is closed, or allegedly closed. I'm not sure what is going on.

What rpm is it idling at.. may need cable or throttle adjustment. Could also be clutch springs.. little more info would help.

take the air box off and visually verify that your carb slide is fully shut at zero throttle. if it's not fully shut, then you have to adjust your cable as mentioned earlier in the previous post.
maybe you need to adjust your idle.
you might want to inspect the CVT. maybe a clutch spring broke.

When I started the engine cold its idling around 1500 rpm. When riding, its idling at about 3300 rpm. I'll check the carb slide and post.

So I took the carb off and cleaned it, replaced the fuel filter and fuel lines, now it won't start. It's improved but there was no fuel leaving the tank. I got some regular fuel line and filter that fit.

Does it have a vacuum petcock? Maybe some hoses got switched around?
