Thats your glove box. You probably open it by pushing in on the key.

Look closely at the bkack plastic bezel surrounding the key. Some have a position that will operate to open the glove box by pushing the key in deeper, and rotating. Kymco for one, in the People S series. It allows rotation in both directions, one for the glovebox, one for the seat, which allows access to the fuel filler, I think.
