Why don't you just buy a 'performance' carb meant to be used with an open filter rather than a 'stock replacement' carb meant to be used with a stock airbox?

Have you tried adjusting the needle? You shouldn't need to mess with the pilot jet. I will say i had issues like this with cheaper carbs until i finally bought a naraku. I wanted a keihin but scrappydog got bought out by some fools that didnt redirect the website or fill my order until i kept digging after about a month. (Random rant)

Many people sell them. They are specified as performance rather than stock replacement.

Hesitation can be caused by a momentary 'lean' condition when the throttle is opened. Some carbs have an auxiliary squirter called the 'accelerator pump' that shoots a spray of liquid fuel into the inlet to the venturi. It is operated by a flat metal tab that moves when the throttle control is moved to open the throttle. The movement depresses a shaft that causes the squirt. If there's too much play, or delay, the accelerator pump may not operate or may operate a bit too late. Check your linkage. tom
