I picked up a lance charming that just needed a good carb cleaning to run But I am surprised at how low the top speed is, basically 25mph on flat ground. got it up to 27-28 going down a slope. At first I thought there must still be something wrong with the carb. But reading online sites the stop speed is listed as 25mph! I assume the engine is the same as most any other 50cc gy6, and either the carb/jetting/gearing or some other part has been changed to limit the top speed. Anyone know what I could do? Would like to have it do at least 30mph on flat ground.

Have you derestricted it, variator ring, possible exhaust restrictions? Is the belt up to spec and rollers round with no flat spots?

If so did it have a stand off limiting the travel of the slide? They do that cut it off if it has it . You will get that 30 mph and if you want more cut that weird s tube off the exhaust and weld the hole up . here is a pic showing that stand off this is a stock SYM /Lance carb sorry one pic is rotated wrong !

when you say a stand off limiting travel and to cut it, do you mean the brass part?

I checked the variator, no limiting washer there. Belt didn't look bad but I replaced it anyway. Variator weights and slots they ride in all looked good. No excessive belt dust either. Was riding the bike, with it accelerating slowly and obviously not going to do better than 25mph...then put my hand back an partially covered the air intake to the airbox...bike started accelerating much better and ended up doing 35-38mph. So she isn't getting enough fuel for the amount of air going in. I tried messing around with the 1 mixture screw...this did make some changes but it still needed the air intake partially covered to run decent. I have cleaned the carb twice, the main jet and emulsion tube holes are all clean. I may try replacing the main jet with a slightly larger one, but might see if I can raise the needle first. for now, this works:

I just pulled the slide, no stem to limit travel and the needle was already at the highest setting.

That is the Chinese motor not the SYM version that lance uses now . In fact that lance has nothing to do with the current company Alliance Power Sports that sells lance . So i apologize for that you don't even have the same carb . So it's air flow issue some speed demon pulled the cap with 4 holes off your snorkel check the inside of the lid on that air cleaner in chokes down more see if they removed that one.

It has the cap, though it has mesh and larger holes (factory) than you would usually see.
I removed the stock jet and put in the only other sub 100 size 4mm jet I had...a size 82. Runs WAY better and doesn't need
the tape over the snorkel. Mid range acceleration is improved and it topped out at 35 (with a 260 pound rider) But I did get it upto around 38-39 by blocking airflow at the snorkel...so i think it might still need a slightly larger main jet, maybe a size 85. But it is good enough to be driven around as is.
