I just put a brand new carburetor on my TaoTao Pony 50 and the idle will not stay steady any suggestions

Did you tune the carb? Especially idle mixture?
How unsteady is the idle?

Yes I brought the idol to its lowest point with out dieing and adjusted fuel mixture screw so I got highest posable idol then lowered the idol again and then readjusted mixture.I then brought the idol up to 1700 rpm [It ran great for a week then all of a sudden started going from 1600 rpm to 2000 rpm , up and down. Im confused as to what's causing it. Could the auto choke cause it?

How fast does it cycle between 1600 and 2000?
Have you tried retuning the idle mixture? I have to retune mine for seemingly no reason sometimes.
You could check for a vacuum leak by spraying carb cleaner around the intake area. If spraying in a a particular area causes a change in the way it runs is a good place to start looking.
I wouldnt expect the enricher to do that. It operates pretty slow.
Edit: i really would expect idle surge to be lean. Could have a clogged or restricted idle passage. If all else fails, you might have to pull the carb out and clean it.

Okay I retuned the carburetor and I got the idol to stay between 1290 -1340 my problem now is that it's stalls when I come to a complete stop at a stop light and I have to restart it. Im not quite shure what's going on. Plus I noticed the automatic choke feels warm. Is that normal ?

That seems like a slow idle to me. Usally around 1700rpm or so.
The enricher probably will heat up. It gets 12v while the engine is running. The 12v slowly warms it up inside and it turn slowly pushes a plunger to close off a port in the carb that lets extra fuel inside.

, I forgot to mention that when it stalls it's because I'm going from a speed from about 45 50 miles an hour slight downhill to almost a complete stop at a stoplight and at that particular time it happens to completely stall out on me any idea what might be causing it

Bump the idle speed to 1800-2000 rpms. See if that allows it to keep running when you come to a stop.
If it worked fine for a week or so, and then deteriorated, I would be looking for 1)dirt in some passage that finally got through and 2)loose things that were ok tight before, but now have vibrated loose, and are allowing too much air to leak by. A third possibility is fuel pump or vacuum petcock, but they would restrict high speed operation more likely. Unless you are running out of fuel in the float bowl, and it finally shows up on your stop at the bottom of a hill. Likely coincidence? no, not really. You want the idle rpms to be steady and strong. BUT, do not want the idle to be so fast the clutch wants to engage. The bike should sit still when at idle, with no 'pull' at all until you open the throttle. Otherwise, things will be heating up whenever at idle, leading to slippage. And less control if there's intermittent pulling by the clutch. You do not want the idle to fall on its face whenever you come to a stop, or you will always be diddling with the throttle instead of paying attention to traffic and all the other boobs that are NOT paying attention to YOU. Being on a bike, YOU must do the 'attention paying' cuz if you don't and the other guy is out to lunch, or "Geeze, sorry, I didn't see you there...", it won't help that it was HIS/HER inattention. Get the thing in control so you don't have to pay attention to that kind of distraction. Worth every minute of time to do so. Besides, you will have better acceleration if your belt/etc are not all hot and bothered from a too-high idle, or having to jazz the throttle to keep it from dying. win-win. tom
