In addition to mixture screw cap and tamper-resistant bowl fasteners. No affiliation . . this was on a Vitacci Spark 150.

So, have you worked out how to get it off easy?

Can you tirn the whole thing? Like a knob? Or is it fully tamperproof?

If you can grab the bottom of the screw and try turning it out that way and remove cap or get a replacement w/o the cap, or use a dremel to take the top of the cap off so you can get to the top of the screw.

Don't mess up the bottom of the screw or it will be hard to replace with bad/damaged threads. Sounds like the cap could be removed then the screw replaced. I figure one might have to re-tap the threads also for a standard screw if the screw has some weird thread. I replaced the standard idle screw on my carb with a knurled thumb screw so no tool is required. Don't forget to save the spring for vibration resistance.

With non-adjustable idle speed screws, mixture screws, needles and then tamper proof screws in the float bowl; I think replacement ends up the easier bet if you want to be able to fully tune the carb. The needle is the hardest one to deal with, because they don't all seem to have 1 standard needle setup so finding a suitable replacement isn't easy. Kind of ironic that in order to meet EPA standards, they're wasting materials and energy making parts that end up in the junk pile.
