Haha! My first thought was fuel filter. That problem described is just what my old ass has experienced many times. AS we all suggest, over and over...
Try all the easy shite first. Cheap to test, expensive to replace. Perform one test and run it. Do this until you find the problem.
Easy! (Well not really. That is why I am wrinkled and bald and have scary looking hands. Oh and I cuss quite a lot)
I would do maintenance checks, as repherence2 suggests...then go to zino tear down stuff after you have an idea of what is wrong.

Another thing it makes alittle whining sound when it does it first "it" ~ the engine? second "it" ~ the engine? the carb? third "it" ~ the bog? ~the engine makes alittle whining sound when the engine does the bog. ~the engine makes alittle whining sound when the carb does the bog. my technical hypothesis is that your scoot is exhibiting the rare experience of near-soft-seize. if it is such that the only variable that you changed was the carburetor, and now you experience a bog, logic points to carb. are they identical carbs with identical jetting? if not, you probably running hotter now. then it gets to the point where the jug is getting hot and it starts squeezing that piston but not enough to fully soft-seize it. no matter what though, you say it starts to bog. in my tuning realm a bog, when the scoot is yelling "bwaaaaaaaaaaa" and you ain't really moving, it needs more fuel or it got too much air (possible leak). when the scoot sputters on throttle, you got too much fuel. i say throw the 500 at the shop and see what you end up with.

It does seem like something seizes for a second then I have to come to a complete stop but it don’t shut off still sign the idling but then will do it every 50 yards maybe. Both the carbs are exactly the same and tuned the same when one gets junk in it I switch it clean the other one good and put it up I’m thinking maybe the bearings, crank,or piston but I’m not sure and don’t have the money at the moment to just throw a full build so would really like to pin point it and just fix it so I can get somewhere to make the money to build it
