Do you have a Thunder. The Thunder is hooked up that way. The stator (alternator) may not be powerful enough to run both at the same time. Yamaha Zuma's and other scooters with 2 light are hooked up the same way, 1 for low beam. 1 for high beam.

Not sure about the Tao but Zuma guys mod their lights to run together.

I also have a thunder yes that is normal. As far as rigging both to run at same time I'm not sure although I'm positiveit can be done if you figure it out lemme know.

I do not know exactly how the Thunder is wired and what bulbs it has, but I made up a generic diagram that may help. Click to enlarge.

It's quite likely you won't burn anything up, but I'm not gonna say you won't. If you have say a 50W low and a 50W high each lit separately right now, you could support 2 25W bulbs on at the same time. Don't think that would be an upgrade, but for an example. I think most scoots would probably be able to light 70W so you'd probably get away with a 35W on each side. That's probably what your current lights are. I've ran a 65W on my TaoTao ATM (single headlight) and it came with a stock 35W. Only bad thing is I burnt the fairings because the 65W is so hot, but that wouldn't be a problem for you when splitting up the wattage to two lights. I just had too much heat concentrated in one housing. If you wanted something a little more simple, you could do sorta half of what I illustrated. You could use a dual filament bulb on the low beam side. Wire it so one filament is lit when the low beam is on and the other lights with the high beam. That way you'd have the normal single light low beam. Then on high beam both would illuminate.
The easiest upgrade may be simply to use a higher watt bulb in each housing. If you've got 35W on each side now, use 45W on each side if you can find them. Might be enough to make you happy without doing any wiring and a total of only 45W on either low or high.

They are both h1 12v 35w they both look very similer bit one apring looks more streched than the other and i have no idea which one is bright or dime but say i got 2 35w brights and dime they would both work on high and low without any wiring change? I am pretty mecaniclly inclined but no idea about wiring.

You have to change the wiring if you want more lights on.

I also have the Thunder w/ one light on at a time. I live in Florida where the police are ticket crazy. Has anyone been stopped about this one headlight at a time situation?

I don't see why they would as I imagine 2 wheeled vehicles only require 1 of each kind of headlight. If they did pull you over it'd be pretty easy to explain.
