Does anyone have any knowledge on what the purpose of the spacer in between the intake & head of a 1P39QMB is? I purpose this question as I thought it was a restricter plate. I noticed it was smaller diameter than the head or intake. So I thought I would boar it out to match and use as a riser. It didn't work. It made the scoot run poorly. Mine was the same port size. I think its just a riser to bring it up to the hieght of the plastic motor cover but not totally sure

Heat insulator supposed to keep carb. From getting hot. Or so the manuals say?

They could easily use them as a restrictor, but it should be there on all of these engines. Definitely port match it. I think it's purpose is to isolate the intake from heat, but it's also needed as a spacer because of the design of shrouds and the intake.

So if i was to make my own intake I would need too keep the poly-plastic-profalactic doohicky, or come up with some sort of heat barrier? What if i mounted my carb higher up of the block? I'm sure that must create some sort if a/f issue and what to due to resolve it? Micro fan to help suck air & fuel out of the carb?

Any time you change the intake length, configuration, or port sizes you will need to re-jet your carb.

Even if you made your own intake you could probably make the stock one work with porting. If you're going huge on the diameter then maybe move up to a GY6 150 spacer.

Yeah, I do know that the phenolic material the spacer is made out of has been used for a long time as a carb heat isolator. I have seen them on vehicles back to the 60's. Some looked OEM and others were aftermarket. They are still available and in use for various applications.
Why the GY6 spacers are offset and reduced diameter is unknown unless it is something for restricting the engine and making it harder to just simply bore out the spacer due to the offset.
