I agree. Sounds like a rip off artist. Do a valve adjustment yourself. Won't cost more than $7 for feeler guage's and time spent learning about your scooter. You can purchase a new Chinese made 50cc for less than that $500.
Is there a serial number on the engine itself? Something like 39QMB ?

I will have to double check I know something rattles when the engine is started and now the thing won't start at all...
