It looks to be a ground of some type. The green color should be an indication it possibly could be for your headlights or it could be just one of those "extras" they add in as well. What is the color of the wire (green yellow, green, etc) is it?

Could be the ballast wire for the lighting. Could be for a blinker or a brake light switch but those are always in pairs. The wire with the blue end on it looks to have been a male bullet connector at one point but the bullet has broken off. It may be inside the other wire still. Anyway, you can get some new connectors as shown below at an auto parts or harbor freight or radio shack and put a new male end on that wire or you can just splice and tape them back together with no connectors.

All my lights work correctly except for my headlight I bought that not too long ago from TV Nachman and already I have to replace it mind you I have a new rectifier so I know that is working or I would've had chard harnesses witch I don't

i think green with yellow stripe is for the brake light switch, try both handles and see if the brake light goes on

Yes it was to break switch light . i repaired it. now its allowing me to turn scoot on with my front break again.
