If you contact the police to finid out if it's stolen and it IS stolen, expect to lose the scooter AND the money you paid for it when they come to confiscate it, if there's any doubts it's best to check BEFORE buying. As far as I've seen, the VIN plate on TaoTao's are just riveted onto that easily removable plastic shroud under the front of the seat.

If you suspect its stolen it probably is. Its like if you think some bar skank has STDs than you are probably right.
Some risks are just not worth taking. Dont buy a shady bike with no title or no keys or with a defaced VIN unless you are simply looking for a parts donor. And even then you should probably ask yourself the moral question "Do I really want to support the theft industry by purchasing this"?
