Hi all just picked up a 2013 johnway raptor 50cc... Owner said he heard a noise coming from cvt case then scooter died, I figured just the belt had snapped but when I opened I found belt is good but the top piece to the left was loose and popped right out. What is this piece and what needs to be replaced (photos attached)

looks like the starter gear? looks like it fits above the big gear in that pic.
someone with more knowledge on that specific scooter could probably confirm

That is the Bendix.. (Starter clutch) It just pops back in place and does not need to be replaced. As for why the scooter died..well we will need more info. i.e. are you getting spark? Does it have good compression? If compression is low always check your valve lash setting first and adjust as needed. Then try to start it.

Just tried putting that starter clutch back in and it is really loose and it sags down around 1/4" so it is hard to put the cover back on. I ended up getting the cover on and when I try to kick start it doesn't make any noise and seems to lock up a little bit. Do I need to replace the starter clutch?

Can you see bushings in the CVT cover and the engine cases for the starter bendix to ride in. Sometimes those get lost. If they get really loose it can make starting harder too so they need to be replaced periodically. If you're trying to kick start and nothing happens, the bendix is not your problem. You'd need to check out the kick start bits under the cover and the pawl that goes on the end of the crank. Just checked compression and it's at 120 psi while kick starting, also it does have spark.
What would be the next thing to check

120psi isn't ideal, but it should run. Check the valves just in case they're tight. It's a maintenance operation anyway that needs to be done regularly. If you have spark and compression without being able to start, it could also be a fuel issue, but still I'd check the valves first.
