You said you have spark and compression, but how much compression (psi)? Got fuel?

I tore it down already twice incase i missed something. Still wont start. I dont have a compression guage but when i place my finger over the hole it blows it right off. I have half a tank of fuel also.

Fuel in the tank is good but, fuel in the cylinder is what is needed, along with the correct amount of air of course. When you were trying to start it all those times, did you pull the plug and was it showing any evidence of fuel getting into the cylinder?
Probably end up being something simple like the fuel petcock not getting vacuum or being messed up. Maybe the lines to the petcock got swapped in error when putting it back together?
Good luck figuring it out...I am sure you will.

WELCOME!! Sometimes it takes a bit of cranking to get the fuel back through the carb and system. Could it be that simple? Hopefully!

When i put my BBK on it took me more then 30 kicks to get her fired up. Maybe it is like niz76 says. It might take a bit of kicking to get all the fuel moving. Did you try to cover part of the air filter snorkel when you kick start it?

Ok so battery is dead so i have been trying to jump start it with no luck. Turns out jumper cables were no good!!! Been driving myself crazy for nothing!! Used different cables scooter started right up.... Im seeing some smoke coming from the muffler though not sure why and a little tapoing so i know i need to adjust the valves.

Congrats! Did you do the BBK install yourself? If yes, kudos! IDK about the smoke- could be chemicals that might burn off soon, but the tapping is normal and healthy. Usually the tapping is a little louder after going to 70cc BBK...

Smoke will clear as rings etc, seat , keep eye on oil level & ride it easy for the first few times ,checking for possible leaks etc. Then when all seems good let it rip

I had a similar issue, installed the cam shaft backwards (big hole facing the back of the scoot), which messed with the timing. Starts up 1st time every time now after I fixed that. Maybe that'll help.
