If you shake the scooter up and down, does that have any effect on the iddle?
If so, this usually indicates an air leak in a vacuum hose or the carburator diaphragm.

Possible suspects
Vacuum leak-cracked hose, cracked intake, vacuum line disconnected somewhere or bad seal on the intake boot where it meets the engine. Remedy: Inspect every hose for cracks and check intake for cracks. Remove intake and inspect it for any cracking where the carb fits into it. They like to crack on the underside where the clamp is making it impossible to see unless you remove the clamp and look at it closely. Reinstall with RTV silicone on all the mating surfaces, let cure for 12-24 hours. Tight valve-basically a tight valve is a vacuum/compression leak. Remedy: Check and adjust the valves Loose spark plug-again, basically a vacuum/compression leak Remedy: Do I have to say it?

Good way to check for tiny leaks spray some carb cleaner around the area you think is leaking and see if it effects the idle of the engine.,,, of course. Have the engine idling first!!!!

Check the usual things then go get yourself a carburetor without a diaphragm. I have a related post to this.
