Hotwire it with a battery. See if it will crank. Drain the old fuel, add fresh fuel with seafoam. Add/change the fuel filter(s). Spray the carb out with carb cleaner both inside and out and drain. Check for fuel flow. Don't mess with any settings. Check for compression. Check and adjust valves. Change the oil. See if it will fire up. Start cleaning it up and replacing parts as required.

i just need to know how to start it without the keys. i can kickstart because it has no kickstart either..how would i hotwire a 150cc scooter?

Those things can be pretty fast too. My buddies 180 can almost keep up with my 70. After 50 he can pass me though

none taken. i actually posted an ad on craigslist i was looking for a scooter for cheap and this old country man called and said his grandson has one he never rides anymore i can have it..so i went and got it

A great way to move a hot scooter, ha ha. Obviously, I am just kidding. That is a great find and I'll bet there is not that much wrong with it. I too got my scoot from a friend for free as he was moving and did not want to mess with it. I have worked on it over the past few months and added some parts but, this week, since my van battery died, it was my only way too and from work and it performed that duty just fine. I have no idea what I would have done without it. I wish you the best of luck with it. I'll bet it turns out to be a great scoot. Bill

Sorry, I have been wiring things since I was in 1st grade. I just forgot that others might not be able to hotwire a scoot. I can see why members may have forbidden that subject here but the info (and mis-info) is widely available elsewhere. I will respect the groups decision.
My mother was afraid to come into my room when I was a child for fear of being electrocuted. My 'wiring' was tolerated because twisting wires together improved my fine motor skills. I have made my share of magic smoke, fires, and blown quite a few breakers and fuses during my 'education'. I was a precocious child.
