Yea if i had a bad csi regulator or stator would i get any light on a test light and also when i get start it the light on the dash comes on thats all i know

Sure, the test light will light up with not much voltage at all. Of course it will be dimmer, but you don't know the specific voltages that you need to make the system work.
Also, is there a fully charged battery in it now? I know that you said it ran before without one, but well, I don't see how. I'd suggest if you don't have one, then get one and try again.

With everything I know about the E-ton beemer (admittedly not a whole lot) it should not run without a good battery because they are DC cdi's. Even looking at the picture I can see that it has a DC cdi. You need a battery.

It lost spark when running i tried to upload a video and that didnt work but heres a screen shot .. And all the info i reserched about cdis where of theres 2 in the 2 prong its ac if its 1 its dc also talked about the 4 prong but nothing i read said anything about 2 and 2

Well, I think it's worth a try to throw a battery in it and see if it helps. It's not good to run any scoot without a battery anyway, no matter if they are AC or DC.

I have a batt charging its reading .3 volts i should let it charge to 12 right?

Point 3 volts? Hopefully it'll charge. If it'll charge, then yes, 12 volts
